摘　　要：正确界定卫生事业的性质与深化卫生体制改革和促进卫生事业发展有着极为紧密的关系。明确了卫生事业性质,就能为卫生改革与发展提供理论依据,就能指明卫生发展的方向。过去卫生事业的发展与改革,无不与卫生事业的性质有关,卫生事业性质的演变过程大体上经历了从纯福利性到福利性与经济性双重性再到公益性的福利事业。The artical inquired into the property of health enterprise by the four levels of health production relation. The authors believed that the welfare enterprise dependson the primary health production relation, which is the essential character of socialistic health enterprise. The socialistic health enterprise depends on the secondary health production relation. Which is of productivity and economic property. Subordinative health production relation is the motive force of the development of health enterprise. The levels indicate that economic property is the essential character of health enterprise. The forms of the management system of health enterprise depend on the surface layer of health production relation. Authors believed that the health enterprise is thepublic welfare cause attributable to economic welfare.
