摘　　要：2008年的世界都市发展,是在全球性的金融危机、粮食危机以及地区危机,包括自然灾害与恐怖活动的背景下展开的。城市发展涉及的领域包括城市政策、城市规划和城市软实力发展等几个方面。城市社会发展主要涉及政府、企业和居民三大主体,可分解为以下几个具体方面:城市生态、低碳减排、绿色和可持续发展等。城市文化发展主要由四个方面内容构成:文化产业与消费、文化交流与活动、都市精神生态、都市文学与艺术。从总体上看,未来城市发展一方面要从城市化进程的三大规律着手:提高密度、缩短距离和减少分割,即通过集聚与规模提高效率与发展经济,通过移动与移民缩短贫富与南北差异,通过交通运输减少区域与专业的分割。另一方面,更重要的是促进均衡增长,以实现和谐的可持续发展。为此,和谐性城市化政策坚持无拥挤集聚;有效的地域化发展采取合而不同的战略;消除区隔是设法向贫穷国家地区提供无空间区别的公共制度,提供教育和健康医疗等社会服务,强调共同发展。In the year of 2008,world cities developed in global financial crush,food crisis,regional conflicts,natural disasters as well as terrorist movements.As urban development covers such areas as policies,planning and progress of soft power,social development of cities mainly involves three main bodies including the government,enterprise and public while cultural development consists of four aspects including cultural industry and consumption,cultural exchange and activities,urban spiritual ecology and urban literature and art.In general,future urban development should start with three rules,that is,increasing density,bridging the gap and reducing fragmentation.To be more specific,we should improve efficiency and develop economy through assembling effect,shorten regional and wealth disparity through resident relocation and migration,as well as reduce spacing and professional segmentation using transportation.Further,one more important thing is to achieve harmonious,sustainable and balanced development.Therefore,the urban policy of harmony should encourage non-crowded compactness and adopt strategies of 'harmony with differences' in effective regionalization.A public mechanism with no spacial differences and social services including education and medical treatment should be provided for undeveloped nations and regions so that common development can be realized.
