摘　　要：信访作为一项社会政治活动,是特定历史时期的产物。随着我国社会法治进程的不断深入,信访制度因种种原因而面临诸多亟待解决的问题,我国应从构建社会主义和谐社会的大局出发,在保留现有的信访制度的前提下对信访制度不合理的设计进行改革,通过立法统一规范信访工作,探索"大信访"格局,建立权责明晰、高效有序的信访监督体制。As a social political activity,letters from and calls by the people is the outcome of particular history period.With the progress of rule of law,the system for letters from and calls by the people is facing many problems because of various reasons.We should perfect the system on the premise of reserving existing system for letters from and calls by the people.We should set up efficient supervision system.
