“家电下乡”政策的实施效果分析

摘　　要：通过对湖南省"家电下乡"政策的实施效果进行实地调研发现,"家电下乡"政策对促进湖南农村消费、拓展农村市场,提高农民生活水平起到了重要作用,但同时也暴露出一些问题。影响"家电下乡"政策实施效果的制约因素主要包括政策宣传力度、农民收入水平、补贴程序的繁简程度、农村相关基础设施及政府和企业相关配套服务等几个方面。针对这些制约因素,我们应采取完善相关法律制度、加大家电下乡政策宣传力度、简化补贴中领程序、调整和完善补贴范围及方式、研发适合农村居民需求的家电产品、千方百计增加农民收入、加强农村基础设施建设等措施。Through the study on the spot of the implementing effects of Hunan 'consumer electronics' subsidy policy,we find this policy plays important roles in accelerating Hunan rural consumption,developing the rural market,improving the rustics 'living standard,but there are also some problems.The restricting elements that affect the implementing effects are;policy publicity, rustics' income,the process of subsidy,rural infrastructure,and the supporting service of the government and enterprises.In order to solve these problems,we should adopt the following actions:perfecting the relevant legal system,increasing the publicity of the Chinese government' s consumer electronics subsidy policy,simplifying the process of the subsidy application,adjusting and perfecting the range and method of subsidy,producing the electronics adapting to the rural residents,increasing the rustics' incomes and improving the construction of the rural infrastructure.
