福利腐败:权力、资源多重垄断的集结

摘　　要："福利腐败"是由行政垄断或者是资源垄断衍生出的中国式的腐败现象。"福利腐败"产生于计划经济向市场经济转型的时期,它源于计划经济所形成的福利制度惯性以及由此滋生的特权消费意识,而权力部门的行政垄断则是其产生的政治基础。目前,"福利腐败"所带来的危害已经扩散到社会的各个层面,它不仅引发了社会信任危机,导致社会不公,同时还加剧了国有资产的流失,并为权力寻租提供了滋生的土壤。通过借鉴国外的经验,我国需要加快垄断行业改革,打破行业垄断,加强监督并规范政府行为,同时从法律层面上立法制约"福利腐败"。'Welfare corruption' refers to the administrative monopoly or the Chinese style corruption which the resources monopoly grows.'Welfare corruption' grows in the period which planned economy transform to the market economy.It comes from the welfare system inertia produced in the planned economy and the privilege expense consciousness which multiplies from this, the authority department's administrative monopoly is the political basis which it produces.At present,the harm which brought by the'welfare corruption' has already influenced the society's each stratification plane,not only initiated the trust crisis,caused the society unfairly,but also intensified the state asset outflow,as well as provided the soil for the power rent seeking.Through the o-verseas experience,our country needs to speed up the reform of monopoly industries,break up the industry monopoly,enhance the surveillance and standard the government behavior,as well as restrict from the legal stratification plane.
