摘　　要：创建中国高校科技创新体系,就是要实现与国家创新体系的有效对接.如何从管理体制和运行机制上,对科研活动实现有效的引导和调控,是创建中国高校科技创新体系的核心任务.对策研究主要包括,如何加强科研平台、创新团队、产业化平台和评估体系等建设.Constructing the science ＆ technology innovation system of the Chinese universities means to build an effective joint with the national innovation system. The key tasks are how to guide and regulate the scientific research activities under the management systems and operating mechanisms. The countermeasures include that how to strengthen the building platform of science ＆ technology innovation and industrialization, how to strengthen team-work in science ＆＆ technology research, how to establish a suitable assessment system about the science ＆ technology innovation system of the Chinese universities itself,etc.
