摘　　要：从战略的角度讲,发挥比较优势不仅仅涉及贸易战略的选择,而且关系到如何利用市场机制实现资源优化配置的问题。而产业升级则是对产业结构和技术结构的提升,必然要求政府进行干预。我国正处于由计划经济向市场经济转变的过程中,不断发展和完善市场机制是改革的大方向,过分强调产业升级将会造成整个经济体系产生新的扭曲并延误改革的进程。From the points of development strategy, comparative advantage is not only related to trade policy, but also related to the issue of how to optimize the allocation of resources. Industry upgrading requires some sorts of government interferences. China is in the process of transforming from planned economy to a market economy, so the direction of China＇s reforms should be developing and perfecting market mechanisms. Putting too much weight on industrial upgrading may cause new distortions, delay the innovation process, and would not reach its targets.
