邓小平政策思想的科学体系

摘　　要：邓小平政策思想包含三个层次:第一层次是政策一般论,即邓小平关于政策的作用、功能、本质、特征、结构等问题的基本观点;第二层次是政策过程论,即邓小平关于政策的制定、执行、评价、稳定、发展等过程的分析和论述;第三层次是现实政策论,即邓小平关于政治、经济、文教、科技、社会等领域的具体政策主张。这三个方面相互联系、相互影响,形成一个完整的科学体系。Deng Xiao-ping＇s policy thought is of three levels： （1） generalizations, Deng Xiao-ping＇s views concerning the role, function, nature, features and structure of policy; （2） policy process theory, Deng＇s analysis and idea on the formulation, implementation, evaluation, stability and development of policy; and （3） the realization of policy, Deng＇s specific views about politics, economy, education, science and technology, and society. The three levels, correlative to one another, have formed an integral and scientific system.
