摘　　要：文章从图书馆、读者、作者三个角度加以剖析,举证说明部分图书馆现行规章制度存在的问题,并提出解决问题的办法。The article makes a dissection of the existing problems in the rules and regulations of libraries from the angles of libraries, readers, and authors. The author of this article illustrates the existing problems through some examples, and presents some solutions to these problems.
