摘 要:实行公平、公开、公正的(简称“三公”)调度是当前环境下电力调度和监管等部门面临的突出问题,也是电厂关注的焦点。其核心问题是量化地评判调度指令是否符合“三公”调度原则。作者以不同原则下机组调整的优先次序为突破口,提出了综合评判“三公”调度的基本理念,并基于模糊理论建立了多调度原则下“三公”调度的综合评判方法,为保障调度决策合理性及事后监管公平性提供了量化的依据。在IEEE-30系统上的算例的结果证明所提出的模糊综合评判是合理、快速的,表明该方法有利于实施和评判“三公”调度。The exertion of impartial and open electrical dispatching is an outstanding problem that the power dispatching and supervision departments have to face with, and is also the focus that the power generation companies pay attention to. The kernel of this problem is to quantitatively assess whether the dispatching instruction violates the dispatching principle of impartiality and openness. Taking the priority sequence of adjusting generating sets as the breakthrough point, a novel idea to comprehensively assess the impartiality and openness of power dispatching is proposed, and based on fuzzy theory a comprehensive method to assess the impartiality and openness of power dispatching under multi-dispatching principles, which can offer quantitative basis to ensure the reasonableness of dispatching decision-making and the fairness of postmortem supervision, is built up. The results of numerical example by IEEE 30-bus system show that the proposed fuzzy comprehensive assessment method is reasonable and fast, and this method is favorable to implement and assess impartial and open power dispatching.
