摘　　要：文章分析了现行《噪声法》第二条界定"环境噪声污染"给实际执法带来的不便和依法管理环境噪声污染难的弊端以及不适合新时期环境噪声污染防治工作需要等诸多问题,并提出了修改意见,阐明了修改后具有便于实际依法操作、保护区域声环境质量和体现立法的公正公平性等好处。The article has analysed the current “noise law” Article 2 defines “environmental noise pollution” what gives and enforces the law and brings actually manages the drawback with difficult environmental noise pollution and not fit for the environmental noise pollution of new period in conveniently and in accordance with the law prevent and cure such a great deal of questions as the need of work ,etc . Put forward the suggestion for revision ,benefit and operate ,protect the environmental quality of the regional sound and reflect such advantages as the just fairness ,etc ,of legislating in accordance with the law actually after expounding and revising .
