摘　　要：健全科技计划信用管理制度,是推进科技信用制度建设的关键和重点。要做好这项工作,应着重采取以下措施:制定项目执行者、评价者和管理者各自必须遵守的信用规范,建立科技人员基本信息、不良行为记录信息和良好行为记录信息三大评价指标体系,完善科技人员信用评价方法,完善科技人员信用数据库和信用信息共享平台系统,建立健全失信行为惩戒机制。Perfecting the credit-management system of technological programs is a critical step in establishing the technological credit system. To that end, the following measures should be taken： developing a credit norm that the program leaders, evaluators and administrators should respectively assume; establishing a researchers＇ evaluating system that consists of three indicators, namely, researchers＇ profiles, records of bad behaviors, and of good; consummating the assessment of technologists＇ credit; perfecting the credit database and platform for sharing the credit information, and constructing the mechanism for discredit punishment.
