摘　　要：从查找制约农民工社会保障制度建立、发展的原因入手,有针对性地提出,制定、完善农民工社会保障方面的法律、法规;提高农民工社会保障意识;明确界定政府在构建农民工社会保障制度过程中的职责;建立适合农民工需要的多层次的社会保障制度等对策。维护农民工的合法权益,使其充分分享经济发展成果。Trying to start with the reasons restricting the establishment and development in the social security on peasant workers the article puts forward making and perfecting laws and regulations in the social security on peasant workers on purpose. This paper aims to enhance the peasant workers＇ awareness on social security, tells us the responsibility of the government during the process of building the social security system on peasant workers,and form multi-level social security system that can satisfy the real needs of the peasant workers. Finally ,we should protect peasant workers＇ lawful rights and make them share the achievements brought by the development in our econornv.
