摘　　要：加入世界贸易组织后,我国高校学报面临着机遇和挑战:内向性给学报带来的副效应,综合性影响了利用率,理论与实践不能快速结合,发行量小;作品资源外流,管理模式和管理队伍的挑战,保护知识产权迫在眉睫。所以,国家在宏观管理上应给足政策,发挥学科优势,组建学报集团,在国内外科技期刊市场站稳脚跟,调动一切积极因素,提高编辑人员素质,开展多种经营。After entered into the WTO, journals of colleges and universities has been facing a severe test： most of the authors are from its native universities; it is wide in regions but narrow in application; its publishing amount is low, etc. These shortages decide that we should bring into play the initiative, improve the editors＇level, and unify management.
