摘　　要：文章从教育部办学基本条件2号文件的颁布,分析了高校图书馆文献资源建设的新机遇、新思路和新问题。From the promulgation of the Essential Requirements for Running the General College and University （Documentation No.2）, this paper analyzes the new chances, new thoughts as well as the new problems in the library resources development in the university library.
