摘　　要：介绍了台湾实行“民营化”及“烟酒税法”取代烟酒专卖制度前后,金门酒厂的管理制度及金门县当局财政补贴制度的变迁。指出金门县当局在失去金门酒厂的财政管辖权之后,仍负责金门酒厂的营运业务,这种特殊的领域治理方式,不同于西方资本主义制度也与大陆的国有公司空间发展模式不同,对地方企业发展不如从前,这是值得思索的问题。After Taiwan became a member of WTO the government abandoned the monopoly policy of tobacco and wine in facing with the challenge of market liberalization. Quemoy government changes the financial jurisdiction of Quemoy Kaoliang Liquor Inc. （QKLI）, which militates the financial system and city welfare system in Quemoy. After the local government lost the financial jurisdiction since 2002, however, they still are in charge of the operation of QKL1 which is different from capitalism in the west, and also distinct from China＇s state-owned corporations.
