摘　　要：本文从对国内外公共图书馆的体系结构及其特点分析入手,找到了长春市公共图书馆发展中存在的问题,指出了实施总馆分馆制是促进长春市公共图书馆事业整体发展的最佳选择,并对长春市公共图书馆实施总馆分馆制将达到的总目标,具体内容,管理模式,运营机制,将实现的功能,总馆与分馆各自应承担的责任、权利及义务,措施保障等进行了全面深入的论述。Thc paper begins with the system and characteristics of domestic and overseas public libraries and finds some problems in the development of Changchun public libraries. Points out that general and branch library system is the best choice for the overall development of the city＇s libraries. Puts forward the aims, contents, administrative mode, and operation mechanism of the pattern and explains the duties and fights of both sides.
