摘　　要：列举了1994～2000年世界洪水灾害情况,并且对国内外防洪减灾措施进行总结,介绍了防洪减灾的工程措施和非工程措施.简述了我国防洪减灾工作的成绩,同时指出了我国防洪减灾面临的严峻的现实及发展的新思路.The flood disasters in the world in 1994-2000 are studied in the paper. Measures of flood control in China and abroad are summarized. Engineering measures and non-engineering measures are introduced mainly. The accomplishments of flood control and disaster mitigation in China are briefly introduced. At the same time, the serious reality in flood control and disaster mitigation in China is expatiated, and a new idea for flood control is presented as well.
