摘　　要：介绍了中小企业在国民经济中发挥的重要作用及其面临的困难。认为政府应通过"法律体系、服务体系和信用担保体系"的建立与完善,为中小企业的成长创造良好环境,通过提供多层次、全方位的服务,提高中小企业的融资能力,促进中小企业的发展。Introduces the important role of small and medium-sized enterprises in national economy, and the difficulties that they are facing. Considers that, to create the good environment for the development of them, the government should establish and perfect three systems： legal system, service system and credit assurance system. The small and medium-sized enterprises could improve their financing ability from the multi-level, omni-directional service offered by the government. That will also promote the development of them.
