摘　　要：针对东北老工业基地就业问题的矛盾特殊性,从理论和实践的结合上提出了转变观念,突破难点,讲求实效的若干对策措施。Aiming at the contradiction particularity of employment and reemployment question of the old industrial base in the Northeast of China, proposes several countermeasures, such as changing idea, breaking through difficult point, stressing practical results, on the basis of combination of theory and practice.
