摘　　要：振兴东北老工业基地是党中央继西部大开发的又一战略决策,黑龙江省要利用这大好时机,借助振兴东北老工业基的热潮,坚持发展才是硬道理、进行结构调整、发展民营经济,进行财源建设。Promotes the northeast old industrial base is the Central Party Committee continues a big development strategic decision, Heilongjiang Provice must use this golden opportunity,with the aid of promotes the northeast old industry base upsurge,persisted devdops is the hard truth,carries on the structure adjustment,the development privatdy operated economy,carries on the source of wealth construction.
