摘　　要：构建学习型农村是一项复杂的系统工程,而农民学习素质的培养是构建学习型农村的关键。农民学习素质的高低直接影响他们对学习的认识与新知识的接受程度,并进一步影响农民学习能力的提高,也从根本上决定着农村人口人力资本的提升。The construction of the learning-oriented countryside is a complicated, systematic project, It is crucial to cultivate peasants learning quality for the construction of learning-oriented countryside. Peasants＇ learning quality has direct effects on their understanding the meaning of learning, taking in new knowledge, improving learning ability,and therefore radically decides on the improvement of the manpower in rural areas.
