水电建设工程安全设施的“三同时”管理

摘　　要：改革开放以来,我国水电建设事业取得了辉煌成就,工程技术水平和建设管理水平大大提高,与此同时,为贯彻“安全第一,预防为主”的方针,确保水电从业人员的生命安全和健康,实施了水电建设工程(含技术改造和引进工程项目)的劳动安全与工业卫生设施和主体工程同时设计、同时施工、同时投产使用,管理也更加科学,取得了令人满意的效果。针对水电建设工程施工安全问题,建议开展相应的评价工作。Since the economic reform, hydroelectric construction works in China has got considerable achievements, and the level of engineering technologies and constructing management improved significantly. At the same time, in order to implement the principle of ＂safety first, prevention first＂, as well as to ensure the safety and health of the people engaged in hydroelectric work, installations for labour safety and industrial hygiene of hydroelectric projects （includes technical modification items） are designed, constructed and commissioned simuhaneously with the main works. With scientific management, the effect is satisfactory. It is suggested that relevant assessment shall be carried out in accordance with the safety problems in the construction of hydroelectric projects.
