摘  要:清代督抚对绿营武官的保题制度错综复杂,本文试图对此分类梳理,以阐明督抚选用武官的职能与作用。本文以督抚的人事权能为标准,将各类保题行为归为非经制性保举、经制性保举和坐缺保举三大类。非经制性和经制性保举由督抚向皇帝和兵部推荐人才,选用权主要在皇帝和兵部,具体任何职或是否任职举主并不清楚;坐缺举用主要表现为题补和拔补千把,是针对具体缺位而保用人才,选用权主要在疆臣。在雍正到嘉庆百余年中,绿营题补缺的比例上升了10个百分点,这反映了清代督抚对绿营武官的题用权缓慢持续增长的趋势。The purpose of this article is to hackle and clarify the governors' optional function and operation of military officials because the system of governors' guaranteed recommendation and proposed appointment of green battlions officials in Qing Dynasty is anfractuous.With the power size as its standard,the guaranteed recommendation and proposed appointment operation can be divided into three types, such as routine guaranteed recommendation, non-routine guaranteed recommendation and vacancy guaranteed recommendation. In line with the routine guaranteed recommendation and non- routine guaranteed recommendation system, the govemor recommended a person with ability to emperor and military department although he had no information about the post and whether the nominated person would hold the post. It was the emperor and the military department who had the appointing power. However, in the vacancy guaranteed recommendation system the govemor himself had the appointing power of the bottom military officials according to the concrete post. During the hundreds of years from Yongzheng to Jiaqing,the proportion of the proposed appointment of the green battalions officials increased by 10 percent, which reflected a slow but sustainable ascending tendency of the govemors' appointing power of the green battlions officials.
