全国社区卫生服务现状调查——东、中、西部社区卫生服务中心经营管理及卫生服务状况调查分析

摘　　要：目的了解我国东、中、西部社区卫生服务中心经营管理与卫生服务状况及其中存在的问题。方法问卷调查部分东、中、西部城市社区卫生服务中心的全科医生和护士。结果经营状况:东部:50.98%的社区卫生服务中心有规范化命名,94.12%的为独立法人;中部:两者分别为89.66%、61.54%;西部:两者分别为96.70%、62.07%。管理状况:东部:全部社区卫生服务中心均由政府和事业单位主办,经济类型为国有或集体;中部:59.34%由政府和事业单位主办,国有和集体的经济类型占90.11%,私有和其他的占9.89%;西部:63.79%由政府和事业单位主办,国有和集体的经济类型占91.38%,私有和其他的占8.62%。结论社区卫生服务中心工作地区差异明显,发展态势良好,但管理仍待加强;应加强政府领导,改革社区卫生服务中心的管理体制,规范社区卫生服务中心的经营;应进行合理布局。Objective To settle the problems of management and service existing in community health service systems, and to provide the sound evidence for the future developing plans. Methods A number of the general practitioners and nurses from the community health service centers of eastern, western and middle China were investigated through a questionnaire. Resuits Operation Status ： community health service centers are standardized named at 50. 98% , 89. 66% and 96. 70% in eastern, middle and western China respectively, while operating as independent body corporate at 94. 12%, 61.54% and 62.07% respectively. Management Status： in eastern China, governments and institutions operate all the community health service centers, and the economy styles of these centers are all state belonged or collective belonged. While in middle China, government and institutions take charge of 59. 34% of the centers and the economy styles are 90. 11% composed of state belonged and collective belonged, while 9. 89% private and others belonged. In western China, government and institutions take charge of 63.79% centers and the economy styles are 91.38% stated and collective and 8.62% private or other. Conclusion There are obvious regional differences in community health service center operation, and the developing status is favorable while management still needs to be strengthened. We have to standardize the operation procedure of community health service centers and to ameliorate their distributions.
