摘　　要：为解决征地农民的社会保障问题,2003年,上海在全国首先推出小城镇社会保险。这样,上海就有城镇居民社会保险、农村养老保险、小城镇社会保险、外来从业人员综合保险四大社会保险体系。镇保在全市各郊区实施后发挥了显著的作用,但也遇到了诸如就业和镇保的衔接、参保人员退休金偏低等问题。为此,我们应采取措施对征地农民进行技能培训、允许延长缴费年限。In order to solve the problems of social security on peasants who lost their tilth, Shanghai took the lead in proposing the social security for small town in 2003. In this way, there are four social insurance systems in China, those are urban social insurance, rural old-age insurance, small town social insurance and synthesized insurance for extraneous employee. When small town social insurance was implemented in every suburb of Shanghai, it has made good effects, but we also encounter the problems on junction of employment and insurance, relatively lower pensions and so on. We should take good measure to improve the peasants working capability,permit prolonging the years of contributions.
