摘　　要：公平和效率是经济和社会发展的目标追求,也是高等教育发展中的目标指向。自上个世纪末以来,高等教育发展步入了快车道,然而其作为准公共产品的特性,在实施运行中也出现了一些反差。为此,高等教育界对此深感忧虑。本文试图从高等教育现状中反映出的公平和效率问题,分析其缺失和成因,找出目前存在的突出问题,在理论上进行探讨。Fairness and efficiency are the objectives pursued by the social and economic development. The same goes to the development of higher education. Since the last century, the higher education has developed rapidly. However, higher education, as a quasi public product, has some misconceptions in its development. In light of the fairness and efficiency reflected in the present higher education, the paper analyzes its deficiency and causes and presents some existing problems for further discussion.
