摘　　要：随着我国经济建设的快速发展，城市公共交通越来越成为影响城市发展的关键因素，城市公共交通发展与经济发展的不相适应日益凸显，成为制约经济发展的矛盾。为此。国内各大城市均开始建设或筹划建设运行速度快、安全、准时、舒适的城市轨道交通系统。但城市轨道交通工程建设的高投资使许多城市望而却步，即使是上海、北京这样的特大城市也感到投资压力巨大。因此，为了加快城市轨道交通项目建设，发挥其巨大的社会效益、经济效益和环境效益，国家、地方各级政府建设主管部门、With the rapid development of Chinese economy, the urban public transport which is unfit for the economy development, becomes more and more essential to the city development, and turns into the bottle neck of the economy development. Then, many domestic cities begin to construct or plan to construct speedy, secure, punctual, comfortable urban railway transport systems. So both the state and local governments in charge of construction and the units of planning, designing, building and researching are researching how to reducing the engineering price to speed up the construction of urban railway transport projects.
