摘　　要：市场经济条件下,服务行政是现代政府的主要特征,它与传统的“为人民服务”有本质区别。个体的有限理性与公共部门的本质特征决定了服务行政的首要任务是限制政府的权力。实践中微观的制度设计对有限行政的政府建设具有重要意义。Under the condition of market economy, service administration is a main character of modern government, and is essentially different from the traditional “to serve the people”. It is decided by individual limited reason and the essential character of public ministry that the first task of service administration is to restrict government power. In practice, microcosmic system design has important significance for government construction of limited administration.
