摘　　要：从经济学的角度构建了政府作用能力与市场作用能力组合的能力预算约束线和政府宏观经济目标的无差异曲线,通过二者的位置关系来探讨政府和市场能力组合与政府宏观经济目标的最佳结合点。From the angle of the economies, this paper constructs the ability budget constraint llne of the government ability and the market capacity and the indistinetive curve of the governmental macroeconomic target, and through the positional relation between the two sizes, probes into the best combining point of the combination of the governmental ability and the market capacity and the governmental macroeconomic target.
