以柔性原则集为导向的群体决策支持模式研究

摘　　要：决策原则体系及其应用过程的复杂性是导致公共问题群体决策高度复杂的实质性因素,由此分析了原则的特性及其导致复杂的原因,指出群体决策过程的两个关键转换,是决策参与者的认知层面从信息层面到知识层面再到智慧层面的转换,决策智慧的生成实质,是对于决策原则的系统把握。以原则的群体认知为决策过程的核心,在软系统思想方法的基础上,设计了基于网络环境群体决策的软系统工作模式———柔性原则集导向的公共决策模式,并阐明了决策模式的过程结构及其所包含的原则。The complexity of decision-making principle system and its application process are substantial factors leading to great complexity of the group decision-making of public issues. The paper, accordingly, analyses characteristics of the principles and causes for complexity, pointing out that two key transformations in the course of group decision-making consist in the knowledge layer featuring a transformation from the information layer to the knowledge layer and then from the knowledge layer to the wisdom layer, and the essence of generating wisdom is the systematic grasp of the decision-making principles. Taking the group cognition of the principles as the core of the decision-making process and based on the soft system ideological methodologies, a working mode for group decision-making based on the network environment, which is named “general principle oriented decision mode” , is designed and the process structure for the decision-making mode and the principles it encompasses are also expounded.
