摘　　要：全球公民社会是新形势下“全球化”与“公民社会”的结合,是区别于公民社会的全新概念,同时又与公民社会有着密切的关联性,它并不必然为特定、单一的政治理想服务,更多的是一种影响价值分配、争取权利和利益的手段;它既可以为西方利用,也能够成为非西方社会的斗争工具。全球公民社会在某种程度上依存于主权国家,另一方面它又不断地挑战着主权国家的概念;它既是全球治理的重要推动力,也是全球治理的重要主体之一;它蕴含着建立超越主权国家的全球民主秩序的希望,也存在着强化全球不平等的可能性。Global civil society is an integration of “globalization” with “civil society” in the new atmosphere, which is different from,but also related with “civil society”. Global civil society is a means to influence value distributions and striving for rights and interests rather than serves any political ideas. It is used by the Westerns, but the Non-Westerns can take advantage of it too. Global civil society is dependent on sovereignty to some extent, and on the other hand, it challenges the concept of sovereignty. It is both the most important impetus and one of the principal parts of global governance, which contains the hope for forming a new order of global democracy and also the possibility of intensifying the global inequality.
