水土保持城郊型小流域开发治理模式研究

摘　　要：江西省新建县东港小流域是１９８９年长江水利委员会主持实施的第１条城郊型开发性治理小流域试点。该小流域的水土保持规划以人口环境容量理论和生态经济学原理为依据，把握城郊型流域的地理位置优势和资源优势，采用多目标优化的方法确定土地利用方案，水保措施按土地利用方式有机结合。经过５年实施，取得了显著的生态、经济、社会效益，为水土保持开发性治理总结出了新的治理模式和经营管理经验。The small Donggang basin in Xinjian County of Jiangxi Province is the first pilot project of harnessing small outskirts-type basin in a way of development which was implemented under the auspice of Changjiang Water Resource Commission in 1989.The soil and water conservation planning for this small basin was based on the theory of environmental capacity of population and on the principle of ecological economy.A multi-objective optimization method was used to determine the scheme of land utilization by giving full play to the advantages of outskirts-type basins'geographical positions and resources.In accordance with the utilization mode of land,soil and water conservation measures were organically integrated.Through 5-year implementation,remarkable ecological,economic and social benefits have been achieved.Successful management experience is summed up with an innovative mode of soil and water conservation in a way of development of such a small basin.
