摘　　要：当前的河流防汛会商系统大多处于视频会议阶段,没有规范化模型的支撑限制了虚拟会商的实施。对有色Petri网系统(CPN)进行了面向防汛会商过程的扩展,提出了一个包含会商和方案实施以及信息查询和收集两方面的动态模型,对它们进行了详细的分析,并对该动态模型在实际情况中的不同应用进行了介绍。最后通过仿真验证了该动态模型与传统会商活动的一致性。Currently, most of the flood control consultation systems for the rivers are in the stage of video meeting. The virtual consultation system is limited because there is no normalized model to support it. Colored Petri Nets system （CPN） for the process of flood control consultation was expanded. A dynamic model was presented with two parts： consultation and implementation model, query and collection model. The detailed analysis was given in the consultation process. Then various applications of the dynamic model in the real world was introduced. Finally, based on the simulation the consistency was achieved between the dynamic model and the activities of the traditional consultation.
