摘　　要：文章从简要介绍工业化国家和地区实行工业反哺农业的理论与实践经验入手,分析了我国实施反哺的约束条件,即不仅受到工业结构调整的制约,而且还受农业的客观现状以及农业剩余向工业流入的渠道还不能完全阻断的事实所约束。同时,文章还探讨了实施反哺的路径与模式,提出工业反哺农业要在工业化进程中、城乡区域发展统筹中以及要在促进农业市场化和参与国际分工合作中进行,并强调了财政支农应坚持的原则和相应的政策建议。This article starts by introducing the theory and practical experience of the industrialized countries and prefectures which carry out the policy of industry＇s re-feeding agriculture. Then it analyses the restrained conditions about this policy in our country, where it is restricted not only by the adjusted industrial structure, but also by the objective agricultural situation and the fact that the channel is not wholly cut off by which agricultural surplus flows into industry. In addition to that, this article discusses the path and model of this policy, emphasizes that this policy must be complemented in the industrialization process, with an overall arrangement, along with the process of agriculture marketization and joining in international cooperation. It emphasizes the principles and corresponding policies of supporting agriculture financially.
