摘  要:多哈回合农业框架协议的削减国内支持的方向,特别是“不挂钩”的黄箱政策的削减,由于没有考虑到机会成本补偿对于农户行为的重要意义,从而有可能导致全球农产品,尤其是粮食的生产和供给出现短缺。短缺不仅会对欧盟、日本等地区的食品供给产生威胁,而且也会危及出口国的农产品生产与安全。因此,协议需要修正和完善。从长期看,农产品的全球化将是有限的。The Framework Agreement on Agriculture that established in the Doha Round, especially the Amber Policy shows the tendency of cutting down the domestic government support to agriculture. Because the Cutting down of the support did not considered the importance of the opportunity cost compensation to the agricultureers, it might cause the shortage of the agriculture products of the whole world, especially the produce and supply of the foods would run short. The shortage not only threatens the food supply of the European Union and Japan, it also endangers the produce and the security of the agriculture products of the exporting countries. So the agreement needs to be revised and perfected. In the long run, the globalization of agriculture products is restricted,
