摘 要:黄土高原水土保持世界银行贷款项目是我国首次利用外资开展的大型水土保持项目。一期项目被世界银行誉为世行农业项目的“旗帜工程”,并获得了2003年度世行行长杰出成就奖。该项目在实施过程中引进的先进管理理念、高效的组织管理体系以及率先在全国采取的资金“报账制”、政府采购、监测评价、年度检查、中期调整等“细、严、实”的管理机制,对黄土高原地区乃至全国水土保持管理工作的创新与发展,产生了重要影响。该项目的成功实施充分证明,引进外资、扩大投资渠道、借鉴国外先进的管理模式和经验,对于提高我国水土保持管理水平,促进与国际接轨,加快水土保持生态建设步伐,是十分必要和完全可行的。The World Bank Loan Loess Plateau Rehabilitation Project is a big soil and water conservation project of firstly utilizing foreign funds in China. The phase one project is praised as ' a banner project' by the World Bank and won an annual award for outstanding achievement issued by the World Bank President in 2003. During the implementation of the project, it introduces advanced management concepts and high efficiency organizational management system and firstly adopts the strict and practical management mechanisms of government procurement, monitoring and evaluation, annual mission and mid term review and reimbursement system in China. It has exerted a great influence on the development of soil and water conservation administration in .the Loess Plateau region or even in whole China. The successful implementation has fully shown that the methods of introducing foreign funds, broadening investment channels and learning from the advanced foreign administrative models and experiences are totally necessary and feasible for increasing the management level of soil and water conservation, being in line with the international regulations and speeding up the ecological building of soil and water conservation.
