摘　　要：对于行政刑法规范的性质,历来存在两种学说:一是行政法规范说,二是刑事法规范说。本文主要研究了行政刑法规范的特殊构成与属性,认为行政刑法规范是行政法规范与刑法规范的有机交叉、衔接与协调,且是一种特殊的互动的双属性法律规范。There are two kinds ot theory in Administration penal code. One is me meory of Administrative law norm, the other is the theory of criminal law norm. This text stands the special composing and character of the Administrative Penal Code norm. The administrative penal norm is the coordination of the administrative law norm and the penal code norm, and is a special double level and double character law norm.
