论大城市规划区内小城镇总体规划的编制——从规划实施的角度谈起

摘　　要：城市的区域化发展是我国城市化的必然趋势,城市的区域化发展造成了大城市规划区内小城镇发展环境和发展要求的巨大变化。本文分析了大城市规划区内小城镇在大城市区域化发展的背景下城市总体规划实施困难的根本原因,指出既适应大城市区域化发展需要,又要发展自身社会经济,是大城市规划区内小城镇总体规划编制和实施要解决的关键性问题;然后,结合总体规划的实施,阐述小城镇总体规划的编制应该从大城市规划实施、区域协调以及小城镇自身发展要求等方面来解决小城镇总体规划实施困难的根本问题。By analyzing the reasons of problems in the implementation of STMPA（small towns in metropolitan planning area） master plan under the background of regionalization tendency of cities, this paper points out that the key is to meet the demand of regionalization and accelerate the development of small towns themselves at the same time. Combing the implementation of master plan of STMPA, it presents that it is necessary to solve those problems through formulation of master plan by taking the implementation of big city master plan, regional coordination and the development of small towns themselves into account.
