摘　　要：在实施科学发展观的背景下,发展循环经济是一种必然的选择。理论和实践证明,税收在促进循环经济发展中能够扮演重要的角色,而我国现行税收制度无论在调节范围还是在调节力度方面都很难适应发展循环经济的需要,因此有必要建立与我国国情相适应的生态税制。Theories and practice have proved that tax can play an important role in promoting the development of a circulation economy, The current tax system can not satisfy the demand of the development of a circulation economy in scope and strength. Therefore it is necessary to establish an ecological tax system according to the facts of China.
