中外政府竞技体育管理职能的比较研究

摘　　要：根据国家对竞技体育的财政投入及政府对竞技体育的控制,将世界各国竞技体育管理体制划分为四种类型。从机构设置、资金投入、体育政策等角度,对中外政府竞技体育管理职能进行了比较分析,认为西方国家重视运用政策工具,对本国的竞技体育进行调控,有利于体育资源的有效配置,但政府对竞技体育的利益追求缺少组织上的载体。我国政府对竞技体育介入较深,有利于政府竞技体育利益的实现。According to the financial investment and the control in competitive sports, the function of the government may be classified into 4 types. It compares the different practice of the government in organization, investment and sports policy, and points out that the western countries lay great emphasis on governments＇ policies to control sports development. As a result, the efficiency of resource distrbution is high, but the governments＇ benefits in competitive sports cannot be guaranteed. The Chineses government administers competitive sports directly in order to attain the goal of competitive sports.
