关于设立人大专门图书馆的思考

摘　　要：新形势下的人大工作对人大代表和人大常委会成员以及工作人员(以下简称“人大常委会人员”)提出了更 高的要求,如以立法工作为例,从以往更多的强调数量和速度到现在更多的关注质量。因此,人大代表和人大常委会人员 需要掌握更全面更准确的国内外相关政治、法律信息,结合本国或者本地区实际情况,进行比较、借鉴、吸收。为解决目 前人大代表和人大常委会人员获取图书信息渠道有限的矛盾,建议在具有立法权的人大常委会设立人大专门图书馆,并就 其设立的必要性和特点进行论证和阐述。The workload of people＇s congress in the new century has raised requirements significantly upon people＇s representatives and composing members and staffs of its standing committee （hereinafter refer to as “committee members”）, takes legislation as an example, now more focus is put on regulation＇s quality, rather than its quantity or velocity. Therefore, people＇s representatives and committee members need to get updated with more comprehensive and accurate political and legal information both from home and abroad, as to compare study and absorb on basis of national or local situation. To solve the difficulty of people＇s representatives and committee members on accession to above mentioned information, the author comes up with the idea of establishment of professional library for people＇s congress that has legislative power, and analyze its necessity and characteristics respectively.
