摘　　要：水资源资产运营体制是影响我国水资源资产优化配置和实现水资源可持续利用的重要因素。目前我国水资源资产运营体制不顺问题已越来越突出,并阻碍了我国水利事业改革的进一步深化。通过对我国现有水资源资产运营体制的矛盾分析,提出了解决这些问题的途径和总体思路,建立了新型水资源资产运营体制的模式,并对这种模式进行了深入探讨。Water resources assets management system is an important factor that affects the optimal deploying and sustainable use of water resources. At present, the problem of disorder of water resources assets management system has stand out and kept back the deepening of water conservancy reform. Based on the analysis of disadvantage of water assets management system, the approach to solve the problem and general idea was put forward, and a new mode of water assets management system was established and discussed deeply in this paper.
