摘　　要：城市拆迁管理是政府部门与拆迁人对策博弈的行为过程,城市拆迁管理政策的制定,要求充分考虑有关利益方的博弈与均衡。研究城市拆迁中政府管理政策的决策环境,构建政府与拆迁人之间博弈基础上的城市拆迁管理政策决策模型并分析其均衡,以此作为完善政府管理行为的制度化等问题提供理论依据,最后提出完善政府关于城市房屋拆迁管理问题中的对策建议。The management of urban reconstruction is a process of game between the government and developers. It is helpful that the interest and its equilibrium for the relative parties involved in the reconstruction process are considered during the formation of government policy. This paper analyzes the environment for the policy constitution and establishes a model for strategy making based on the game theory. This model provides a basic foundation to improve the management ability of the government in the reconstruction process. Finally, in this paper some strategic issues are suggested to cope with the challenges from urban reconstruction in China.
