摘　　要：全球多边贸易迅速发展,随之,出现了贸易自由化趋势和保护主义的苗头,在对待外国投资者在东道国的国民待遇问题上,世贸组织很难达成协议形成统一的规则。要完善全球多边贸易规则,还有许多困难。With the quick development of the global multi-lateral trade, there appeared a tendency of freedom of trade and protectionism. On the question of the national treatment of the host country to foreign investors, the World Trade Organization has a lot of difficulties in reaching an agreemnet to form unified rules. A lot of trouble will be encountered in perfecting the rules of the global multi-lateral trade.
