摘  要:通过实地调查,对吴旗县林业生态工程实施的障碍因素、实施的具体方法、取得的经验和面临的问题进行了全面分析。提出了抓住兑现机遇,把退耕还林、还草与农业产业结构调整结合起来,实现人均基本农田达标,提高粮食综合生产能力,确保退耕还林、还草后的粮食安全。并建议从当地实际出发,对生态林草和经济林草的种植比例、规格和验收标准作适当调整,将生态效益和经济效益更好地结合起来,使退耕还林、还草更能符合当地实际。同时尽快制定并颁布有关林草保护的地方性法规,配置必要的人力和物力,使林、草管护工作尽快步入法制轨道。By investigation and analysis on hindrance factors,methods, experiences and problems existed in construction of forestry eco-engineering in Wuqi county, Shaanxi Province, one of the pioneer counties at returning farmland to forest and grassland in China, a strategy and methods were put forward as follows at i)taking full advantage of the encashing opportunity for returning farmland to forest,combing the agricul- tural industrial structure restructuring with returning farmland to forest and grassland ,ensuring the standard and per caput ration of high quality cropland,improving the grain throughput to meet the needs of dieary requirement per capita and making sure the grain safety after returning farmland to forest and grassland ;ii)adjusting the proporation between economical forest and ecological forest and grass,revising check and accept standards for returning farmland to forest and grassland in order to combine the economical effect with ecological effect well to harmonize the returning farmland to forest and grassland with local situations; iii) issuring regional laws and making essential arrangements for tranied manpower,material and fund to protect plantation and grassland.
