摘 要:虚拟水是近年来水资源管理领域中出现的新概念,虚拟水战略是缺水区域通过贸易的方式从富水区购进水资源密集型产品(尤指粮食)来获得本区水资源安全的一种构想.位于甘肃石羊河下游的民勤绿洲极度缺水,“三生”用水矛盾尖锐,生态经济系统难以为继.本文分析了民勤绿洲生态经济系统可持续发展的水资源约束条件;探讨了虚拟水战略实施的可行性及预期效益;构建了可持续发展的水资源保障框架体系.Virtual water is a new concept in the realm of water resources management presented in recent years. Virtual water strategy means the regions whose water is scarce achieve their water security by importing water-intensive products from those whose water is abundant. Minqin Oasis is located in the lower reaches of Shiyang River in Gansu Province, where water demand from production, livelihood and ecology is in exceeding conflict and the eco-economy system is at the risk of collapse due to the shortage of water resources. In this article, the condition of water resources in Minqin Oasis is analyzed. Meanwhile, possibility and expect-benefits of virtual water strategy is discussed. And the viable water-guarantee frame of the region is to set up based on the idea of virtual water strategy.
