摘　　要：今年5月和6月,法国和荷兰相继在全民公投中否决了《欧盟宪法条约》,使欧洲一体化遭遇严重危机。究竟如何解读欧盟宪法的本质及其对于欧洲一体化的意义,如何理解这场危机所揭示的问题,并且评判它对于欧洲一体化的影响?本刊特此刊登国内欧洲学界专家在山东大学举办的“欧盟宪法与欧洲一体化”学术研讨会上的部分发言,以飨读者,也希望能借此论坛进一步推动欧盟制宪等问题的深入讨论。The European integration process has come to a crisis when France and Netherlands voted against the “EU Constitution Treaty” in the May and June this year. To understand the nature of the “EU Constitution Treaty” and its impact over European integration, as well as the problems that the crisis revealed, Shandong University hosted an international conference to discuss the relevant issues. The main ideas of the discussion are enclosed in the paper, in the hope of promoting further discussion.
