摘　　要：水土保持生态建设需要科技支撑,科学技术应当走向生态建设的主战场。抓住国家实施“948”项目的契机,积极引进国外技术提升水保生态建设。黄河上中游管理局和长江委应用“3S”技术,为创新水保科技做出了贡献。水利部沙棘开发管理中心提炼沙棘黄酮,与有关各省优化沙棘良种,建设繁育基地,促进了沙棘产业发展。水利部科技推广中心、中国水科院、南京水科院、水土保持研究所和各省、市、县有关单位,因地制宜创新水土流失综合防治技术,拓展了服务领域,改善了生态环境。引进的各个项目效益突出,工作中的经验和做法可供借鉴,其启示和影响是深远的。Soil and water conservation ecological building needs scientific and technical support and science and technology shall be practiced in the main battlefield of ecological building.It shall actively introduce foreign techniques and upgrade soil and water conservation ecological building by seizing the opportunity of implementing State '948' Project.Upper and Middle Reaches Administration of the Yellow River and Changjiang Water Resources Commission has made contributions to the innovation of soil and water conservation science and technology through application of '3S' technology.Sea Buckthorn Development and Administrative Center of the Ministry of Water Resources(MWR) refines flavone from Sea Buckthorn and optimizes the improved variety of Sea Buckthorn,establishes a breeding base and accelerates the development of Sea Buckthorn industry together with related provinces.Scientific and Technical Extension Center of MWR,China Institute of Water Resources & Hydropower Research,Nanjing Institute of Hydraulic Research,Institute of Soil and Water Conservation Research and line departments have innovated integrated technology of prevention and control for soil and water loss in line with local conditions,expanded service area and improved ecological environment.The benefits of each introduced project are remarkable,experiences and practice can be used for reference and its enlightenment and influence are far-reaching.
