摘　　要：目的 评估浙江省精神卫生专项经费对精神卫生专业机构的卫生经济学效果。方法 通过对省内15家接受精 神卫生专项经费资助和13家未接受资助的精神卫生专业机构的对比，比较其5年来在服务功能、经济效益和资产结构方面 差异以及资助前后的增长率。结果 专项经费资助使受资助精神卫生专业机构在服务功能、经济效益、资产结构和职工收入 等方面普遍获益，尤其是门诊、住院服务功能，医疗收入和职工收入，固定资产的获益更为明显。结论 本次经费有助于使 受资助精神卫生专业机构走上更加良性化运作的道路，符合成本效益原则。Objective To evaluate the health economic effects of Zhejiang provincial mental health special funds on psychiatric hospitals. Methods 15 funded psychiatric hospitals and 13 unfunded psychiatric hospitals were compared their increased rates on service functions, economic benefits and forms of assets for continuously 5 years from 1999 to 2003 based on 1999 as well as before and after funding. Results The funded psychiatric hospitals were universally benefited from the funds on service functions, economic benefits and forms of assets, especially on hospital visits, hospitalization, medical income of the hospitals, staff yearly income and fixed assets. Conclusions The funds have made the funded psychiatric enter the favorable circles and highly have agreed with the principle of cost and effectiveness.
